1889  Owasco  NY  Tax  Roll  Transcription

1st,--Assessors shall make their assessments between the first days of May and July.

2d,--Shall complete their rolls on or before the first day of August, and shall leave a copy of the same with one of their number for inspection, for twenty days prior to the third Tuesday of August.

3d,--Shall post notices in three or more places where said copy may be seen.

4th,--Shall meet on the third Tuesday of August, to hear grievances at the place designated in the notices.

5th,--Rolls shall be sworn to when completed by the Assessors, before one of the Justices of the town, and delivered to the Supervisor on or before the first day of September.

In order to ascertain the assessed averaged value of farming lands unaffected by railroads, mills and village valuation in the several towns in this county, and produce uniformity in the assessment Rolls to be returned to the next Board of Supervisors, the Assessors of the several towns are requested to observe the following directions:
All lots of tens acres and under, which you assess over $50 per acre, are to be considered the same as village lots.
Place the vaulation, less $50 per acre, of all such lots in the column headed "village valuation," rejecting fraction of a dollar; and the whole valuation of said lots in the column headed "Real," the same as with lots of larger size.
Lots containing fractional parts of an acre, return in 1-2, 1-4, 1-8, 1-16, 1-32, and do not use the fractions 1-3, 1-6, 1-7 nor 1-12. Also give as near as may be, the number of acres occupied by railroads, in your town.
That these instructions may be better understood, the following examples are added: John Jones is assessed for 1-4 of an acre of land, valued at $600, and $500 personal property. Abram Pitcairn, 1-2 an acre, valued at $5,000: Joseph Jacobs, 10 acres, valued at $560, $400 personal. They would appear in the assessment roll as follows:

We, the undersigned, do severally dispose and swear, that we have set down in the foregoing Assessment Roll, all the real estate situate in the town of (blank) according to our best information; and that with the exception of those cases in which the value of said real estate has been changed, by reason of proof produced before us, we have estimated the value of the said real estate at the sums which a majority of the assessors have decided to be the full value thereof, and also that the said Assessment Roll contains a true statement of the aggregate amount of the taxable personal estate of each and every person named in such Roll, over and above the amount of debts due from such persons respectively, and excluding such stocks as are otherwise taxable, and such other property as is exempt by law from taxation, at the full value thereof, according to our best judgement and belief.

CAYUGA COUNTY,

The people of the State of New York, to (blank) Collector of the Town of (blank) in said County of Cayuga. You are hereby commanded to receive and collect from the several persons named in the Assessment Rolls hereunto annexed and herewith delivered to you, the several sums mentioned in the last columns thereof, opposite to their respective names. And on all sums of taxes received or collected within thirty days after giving the notices required by the twenty ninth section of the act of May 10th, 1845, chap. 180, as amended by the act of April 7, 1876, chap. 96, you are directed to receive and collect, in addition to the taxes named in said Assessment Roll, one cent on every dollar of tax and one cent on every sum less than one dollar of tax, for your fees for collecting the same. And on all sums of taxes remaining unpaid, after the expiration of thirty days from the posting of the of the notices, specified in said act, you are directed to receive and collect, in addition to the said tax so remainingt unpaid, five cents on every dollar, for your fees for collecting the same. And also collect such sum as may be set down in said Roll as a Tax on Dogs, from every person appearing by said Assessment Roll liable to pay the same, and if any person so assessed shall refuse of neglect to pay the tax so assessed, within five days of the demand thereof, you are commanded to kill the dog so taxed. And for your fees for collecting such tax on dogs, you are allowed to retain a commission of ten dollars on every hundred dollars so collected, and also the further sum of one dollar for every dog or bitch killed by you under the provisions of this warrant, evidence thereof to be furnished by your affidavit.   And you are hereby directed, out of the moneys so collected, to pay, on or before the First day of February next,--

FIRST--To the Commissioners of Highways of said Town the sum of $ (blank) levied and assessed on said Town fo the support of highways and bridges.

SECOND--To the Supervisor of said Town the sum of $ (blank) For Town charges assessed on said Town.

THIRD--To the Overseers of the Poor of said Town the sum of $ (blank) for monies levied and assessed on said Town for the support of the Town Poor.

Fourth--To the Supervisor of said Town the sum of $ (blank) tax on dogs in said Town.

Fifth--To the Treasurer of said County, the remainder of the monies so to be collected.

You will proceed as directed by the 29th and 30th sections of the Act entitled "An Act to reduce the number of Town Officers, and Town and County expenses and to prevent abuses in aduiting (sic) Town and County accounts," passed May 10th, 1845, as amended by the act of April 7, 1876, chap. 96.   And in case any person named in said Assessment Roll shall neglect or refuse to pay his or her taxes, or the fees for collecting the same (after giving the notices and waiting the time specified in said act), you are hereby authorized to levy and collect the said taxes and fees as aforesaid, by distress and sale of the goods and chattels of said person, together with costs and charges of such distress and sale, and for so doing this shall be your sufficient warrant. This 1889 Owasco NY Tax Roll was transcribed from a hand-written copy privately purchased in 2003 by Bernie Corcoran via the Internet auction site, eBay.  It is believed to be the original (duplicate) copy of the 1889 Owasco NY Tax Roll utilized by the local Owasco NY Tax Assessor.  There is an official copy of this same tax roll (including signatures of Owasco Officials) on file at the Cayuga County NY Office Of Records Management in Auburn NY.
